As the museum video explains, Biff Tannen has established a vast business empire called Biffco. He has invested in nuclear power plants which discharge toxic waste into the environment. In fact you can see chimneys all around Hill Valley continually spewing out black smoke. Biff seems to be in search of new sites to expand his operations. In Lyon Estate, where the McFlys used to live, you can see a number of panels along the road bearing the Biffco brand. This is probably the development pressing for the displacement of the local population.

Biffco's activities are understandably unpopular, so Biff has set up a toxic waste reclamation plant, located in the very center of Hill Valley, next to the casino-hotel.
